The Ivory Tower (I'm not coming down)
I can understand not having a wide enough angle (kind of... the 18mm works fine for me), but not having enough telephoto? On a cropped sensor like the T1i the 135mm is a 216mm equivalent. I'd just stick with what you have...

Currently I have a Canon Revel T1i (crop sensor) and two lenses: EF-S 18-55mm f/3.5-5.6 IS and EF 28-135mm f/3.5-5.6 IS USM

I have been using the 28-135mm lately and I feel the range is limited. I can't get wide angle shots and I don't get too far on the telephoto side either. If I sell either or both of these lenses, which should I get instead? Should I stick with what I've got? My budget is very little so I probably won't be able to go and buy any >$1000 lenses at the moment.

Depends on whether you want to stick with Canon or go third party...I'd keep the 18-55, the newer version with IS actually isn't a bad lens, and it's a usable walk-around range (18mm is pretty wide on a crop sensor anyway). The 70-300 IS would give a ton of reach and is good optically, not the cheapest though. Wider than 18mm gets tougher - the 10-22 is really your Canon option and it's not cheap either (but it's optically great). You could always go with an 18-200 IS for an all-in-one, but there are more compromises with quality.

Outside of Canon you have a bunch of cheaper alternatives, but I'm not familiar enough to recommend one...

I am not aware of the existance of any lens that will provide a field of view that is both much wider than 18mm and farther than 135mm. So if you are dissatisfied with the 18mm end of your standard zoom and the 135mm end of the 28-135, you will have to buy two lenses.

With your budget, your choice is basically to buy the 10-22mm f/3.5-4.5 for about $600 used, then buy maybe the 55-250 with the rest. Note that this will leave you without any lens between 22 and 55mm, which would kind of suck.

Where am I???
It seems you need one of these. Slow as molasses at the long end, but if wide AND long in the same lens is what you're after, this is pretty hard to beat.

Your best bets are either EF-S 55-250mm IS ($260) or EF 70-200mm f/4L USM ($600).

I'd just like to mention how nice it is to see someone so interested in glass...and realizing the importance on the final outcome...

Instead of worrying constantly about a new body:)

Great choice...upgrade your glass. Some excellent suggestions so far, but I would say, to take the next step up in quality; both build and image...the choices would be for a wide set up:
The Canon 10-22, Sigma 10-20 or Tokina 11-16
for your standard zoom
The Canon 17-55is (really hard to beat at this price, on a crop, an even better choice, IMO, then the 24-70L, ymmv). This is a HUGE step up in quality and digs a lot deeper into the wide angle than your curren 28-135.
for your tele
Check out both Canons....the 70-200f/4 versions with/without IS. You can pick it up for just over 600 bucks without IS. Excellent lens, L build and image quality...a VERY sharp zoom, indeed.

Or you can pick up a set of primes. Find the FL(s) you enjoy shooting with your current lenses and pick a couple of primes. On a crop, there are a ton of good choices....including excellent third party options from Sigma (the 30 and 50mm 1.4s) Canon has a couple of 50mm options, and 85 as well.

Lots of great choices...but the 17-55is and 70-200/4is would be the first two I would invest in, in your shoes:) That's essentially take you from 25mm to 320mm....with excellent image and build quality (these two lenses will last you a couple decades, with care)

Then, grab a Sigma 10-20 and you're good to go!

I know, I know...first you gotta come up with 2 and a half large...but that's all there is to it:)

Good Luck

If I were to do it all over again, I would get only the primes.
