This has happened to me twice in the last week.

I have given somebody (that I have never met before) my phone number.
When they type my number on their phone, it suggests (and correctly) my first and last name.

Why is that? How can I change it so it won't?

Thanks

PS - They have an iPhone, and so do I.

That person does not have any email or text messages from you, or that you are part of (group texts, emails that include you in the distribution list, even your name/email/phone number in the body of the message, calendar events)? If they already have emails, texts, or calendar events, the iPhone's internal search engine ("Siri Search") can match that information already on their iPhones with the information you're giving them. This is called "Siri Suggestions."

You cannot prevent this from happening on someone else's phone - only they can prevent it, by changing their Siri & Search settings > Siri Suggestions.

People can find this helpful (makes it easier to create new contacts), or they may find it disturbing.

No. Unless they have a contact who has a contact that has me in there phone already (phone number and name only). Otherwise this is really creepy.

I think the likeliest reason is in fact s/he has in fact either received an email from you with yr contact number, or, has received an email from someone else that has included yr contact number, and therefore Siri is finding this among past email.

But see my comment below as well.

Mine kept suggesting that I update someone's contact photo and first name.

In yr case, some one has sent you, or, you have sent someone an iMessage or email, and that person has turned on "Share name and photo" in Messages setting.
with that turned on, the person receiving the message or mail from that person will receive a message window that allows them to update his/her contact setting for the sender with the name and photo that is being pushed to them from the sender.

Facebook. Allows strangers to add you. Also, Fb uploads and syncs contacts. And seems we are all "4 degrees of " everyone.

Google and Gmail have long history.

Microsoft MS Office 365/Outlook seems, not sure, offered to tell me what my contacts are up on various social media platforms.
