iPhone My phone won't charge after ios 13

I have a developer account and installed beta 2 on my xs max. Skipped beta 1 because so many bugs I saw. It's really wierd, when I installed the public beta on my backup se and ipad pro 11 inch, they charge just fine. However, when I install ios 13 on my daily driver (xs max), my phone will not charge. I also installed watch os6, which makes it unusable at the time, until the next beta. I've had to downgrade to 12.4

Any suggestions on getting the battery to charge?

Some initial things i've tried:
Changed from ipad charger to stock charger that came with the phone
Changed apple cords (i've used numerous combinations)
Tried to charge it with the airplane mode on
Tried to charge with the phone powered down
Didn't restore from an icloud backup, setup as new iphone

Probably the only thing I didn't try. I tried hard reset to no avail.
