All I did was change something on my iCloud storage to not Include photo stream then I changed it back and now all my photos that were fine now all appear blurry. They don't change and become clearer either. Not sure what's going on
 
Restart your phone. Sometimes iOS doesn't correctly refocus photos.

That would be restore or reinstall. Restarting would be shutting down the and then turning it back on, or resetting it so that it turns off and comes back on as part of that process.
 
I restarted my iPad, but some photos were still blurry. Then I noticed the busy (downloading) symbol in the upper left hand corner. And in the bottom right hand corner was a little downloading timer. So my blurry photos became clear after a minute.

So you might want to try waiting a bit for your photos to download, and I hope this will work for you.
