iPad Mysterious Blue Microphone Logo, Need Help

For the past few days I noticed a mysterious microphone logo on the top of the screen.
I gave no attention at first, but now its driving me crazy. I checked whatever I could but I still could not turn it off.
I am running 13.1 on iPad Pro
Please help.

No, thats why its frustrating

It’s the icon that shows Voice Control is enabled. You can turn it off in Settings - Accessibility.
