Name Display Apps with ios11

So I've recently been trying some name display apps such as True Caller, Hiya, and Mr Number but none of them shows the name display when there is an incoming call. I can only look up numbers afterwards and then it will show who it was in the recent calling list. Is this normal? I thought it was suppose to automatically display who it is when it starts ringing?

Do you have those apps enabled under Settings > Phone > Call Blocking & Identification ?

Yes I do.
The caller display only appears once I’ve previously searched for that number in the app. Otherwise, it will not display the first time the number is identified.
