I have an Exchange Internet Account set up on a Macbook Pro. Mail, Calendars, Reminders, and Notes all seem to synchronize properly (although Calendars can be sporadically flaky) with the Exchange Server. However, for some reason, new entries in the native Contacts app are not syncing with the Exchange Server and are, therefore, not available to other devices (iPad, iPhone) that are also set up with the identical account information.
 
The only way I know of is via Outlook for Windows. There may be some other way. Ask your IT person.

The point is that older versions have limitations on newer devices. Also, any version probably needs to be set up properly to work with mobile device.
It goes without saying that 'any version probably needs to be set up properly to work with [the] mobile device.' Can you tell me what 'needs to be set up properly to work with mobile device' looks like? What steps do I need to execute?
 
Not much help here with my post, this is a long-standing issue - going back years now - that MS keeps offering that they're working on it. It's related to not properly resolving Categories. I have it bookmarked at one of my offices but I'm not there. Try finding it using Bing - not Google. Review your Console logs for more feedback.

I use Outlook for my Exchange Server and Office 365 and Outlook.com accounts - Outlook works for me so I stick with that for now.

Well I guess I won't say it again. Actually, I was talking about the Exchange Server. I don't know how to set up an Exchange Server.

My Office 365 account (Exchange) syncs contacts with the server via the Mac app eventually...at the very least when I quit and restart the Contacts app.
