From a Google Search it seems a few people are having similar hiccups. It was suggested that because in the Uk we didn't have the News App prior iOS 9.1 that could be the issue.

Your phone may need to adjust to your habits and collate nearby.

Perhaps google to see if you can find any tips.

I'm on iOS 9.0.2 as I'm jail broken on my iPhone but have iOS 9.1 on my iPad Air so will have a look.

Still have Nearby here in Canada. But it wouldn't surprise me if it disappeared for a third time.

Had it all summer during 9.0 beta. Went away with 9.0 GM. Came back a couple weeks later only to disappear after 1 day. Then came back about two weeks later again and has been on since. (Every time it goes away Apple's site only shows US and China for Nearby)

So it has a history of being active and not active. Not sure why. But I know it has nothing to do with the News app as someone above suggested.

Yeah, I had it during all the public 9 betas. Soon as I got my 6s on launch day the feature disappeared. Never seen it since :-(

Well, it seems to have disappeared once again also for Canada. This is the third time and expected it to happen once the OP noticed it went away in the UK.

I wonder WTH Apple is doing with this feature to constantly keep turning it on and off randomly. So annoying.
