Why is it illegal there?

iPad has not been approved by Russian's security service (FSB) due to some security system in iPad. Thus all iPads are theoretically illegal as no store in Russia is allowed to sell them. Yet.

Why is it illegal there?

The comrades at the FSB deem it highest priority to determine if the CIA has embedded some spying chip to steal Russian secrets, you know, cold-war era stuff.

Jokes aside, FSB has regulations for Russia, just like any other country. Apple has yet to comply with those; just like the CE in Europe, FCC here, UL and others.
