Need application to copy files from a disk

I am fixing a Windows laptop that can't boot to Windows. Is there a utility or boot disk that I can get that will allow me access the NTFS drive in order to copy it over to an external USB drive?

Can you take the drive out and put it in a cheap external enclosure then use your mac to copy the files (Macs can read NTFS drives, just not write to them)?
