Need help. Cheap WiFi hotspot option?

Hi guys, so me and my partner are in the middle of moving house. In this transition period of around 2-3 months I am without the internet.

However, in the UK currently Virgin Media UK is offering the following deal:

150 minutes
Unlimited Texts
Unlimited Data, tethering allowed (The important part!)

At just £12, I can tether and don't have to worry about any data limit or throttling.

However I need to purchase a second phone. Can anyone recommend the absolute cheapest option which has the ability for Wi-Fi hotspot?

Does anyone else have experience like this possibly in a similar situation?

It is also important to add. The phone must be able to receive decent data speeds, this is one of the main reasons I'm querying this as I can pick up any random android phone to tether with, but one which has good speeds?
