Need help clearing up "other" & system storage.

Good evening! Could someone please help me? I'm getting frustrated. My apps keep shutting off on me and I can't install new ones, and I'm showing my storage is nearly full. According to this, it's showing most of my storage is "other" or "system" content. But when I click on these, I don't get any options whatsoever. What do I need to delete or clear up for this to be fixed? I've tried deleting SEVERAL apps, clearing my browser cache, deleting emails, and Upgrading my iCloud storage to 1TB. I'm not sure how to transfer everything there either. Can someone please advise me as to what I need to do to get my phone working properly again and to free some space up? I can't keep an app open for longer than 5 mins,download a new app, anything. I'd really prefer not to lose any of photos, if that's possible. thank you! This is what Apple have to say on the matter:

Clear Other storage on your iPhone or iPad - Apple Support

If you have iOS 13 or iPadOS 13, your iPhone or iPad storage is full, and the storage is mostly taken up by "Other" storage, update your device to iOS 13.6.1 or iPadOS 13.6.1 or later.

There are hundreds of threads regarding this on Google... If clearing Safari cache, syncing with iTunes and reinstalling Facebook apps didn't help, check if you have iCloud Photo Library turned on. Sync can get stuck on 1% and generate endless amount of Other. Try toggling the iCloud Photo Library switch and leave it on Wi-Fi and charging overnight.

If nothing helps: encrypted iTunes backup > factory reset > restore the backup as a last resort.

Doing these steps reduced my "other" data:

1. I backed up my iPhone to my computer,
2. Then did a full reset of the phone deleting all its data,
3. Then I restored the iPhone from the backup I had made on the computer.

This put all my photos and text messages etc. back on my phone. But most of the "Other" data was gone.

This is basically exactly what Apple says to do in the link that One More sent you above. Except you don't actually have to update iOS after you restore from backup.

Then to reset your iPhone (without updating the iOS) you can try this or something like it:

If you have an older phone and you update the iOS, it may slow it down.
That's why I mention finding a way to "restore your iPhone without updating"
Because the normal way from Apple to restore your phone will also update the iOS I believe.

Also having this issue on an iPad... iOS is 14, so Apple's "help" is useless... Tried clearing caches etc... still has 16gb of "other", taking up all available spare space every time I restart the machine.
