I'm not clear what happened and what you are trying to do.

Did the OS stop booting altogether and now you want to reinstall?

the OS still works. the cd drive & usb ports went out.

Okay... so the OS boots and runs fine, gotcha.

Is it just one USB port that is not working? Does it just not work with the CD drive or does it not work at all?

Are you trying to reinstall Mountain Lion in the hope that will fix the USB port?

That is not likely to fix a USB port, but if you want to try you should be able to hold command-r when booting to get to the OS X recovery screen then just click reinstall OS from there. Make sure you have a backup before you do this just to be safe.

Did your USB hub's power plug come unplugged? Have you added some other device that gobbles juice? Your mouse and keyboard still work, so try swapping their connections with those of your CD or USB drive.

What do you mean they don't work? Do you mean you cannot boot the Mac off of a USB connected device?
