instruction number 5, how do I "Submit the CSR to the Program Portal."?

I found the CSR, with a bunch of random text, I copied it but I don't know how to do instruction number 5. I don't even know what to make of it. I can't find a place where I can import the file or copy the text in. Help!

Did you apply for the developer program? Did you log in to the correct portal?

No, I wanted to make an app for myself first to see if it was worth it then I'll spend the money.

You can make an app and run it on the iPhone simulator without applying to use the developer portal.
