iPad mini Need help with Belkin charging cable problem

Just bought a Belkin thunderbolt charging cable, tried to charge Ipad mini.
Could not charge the Ipad Mini, it has consistent tone sound emitted, just like the seat belt signal in car sound, indicating not charging. Has tried using both sides, still the same result.
