Need help with M.2 SATA SSD

I purchased 2 Samsung 860 Evo M.2 SATA SSD's and a StarTech PCIe card. I assumed that I would get SATA3 speeds from it, similar to the OWC Excelsior, but apparently I have to connect SATA cables from the card to the MoBo and will only get SATA2 speeds? Are there any PCIe cards that will take M.2 SATA SSD's and run at SATA3 speeds? What are my options? I'm not interested in a RAID config.

Why not buy the StarTech card that supports these? RAID is there but don't configure it.

So that card has it's own dedicated controller chip for Sata3 and doesn't need to be connected to the Mobo? The card I got is just an adapter card, that must be where I failed. It does have a third slot for an NVMe drive, so I may wind up using it anyways in the future.
