Need photoshop help please!!!

How would I go about doing this in photoshop? I just have photoshop elements 2, would that be able to do it? It appears to me that the image was turned to black and white and then it was handpainted, is that right? or would there be an easier way?

You can get a quickie approximation in Elements 2 by saving 4 (or however many) copies of the file, then opening each and playing with Enhance->Adjust Color->Hue/Saturation (cmd + U) and maybe Image->Adjust->Posterize... play until you like.

Then you can glom the pictures together using File->Create Photomerge.... (keep the layers so you can twiddle the positioning)

With silkscreening you pick a photograph, blow it up, transfer it in glue onto silk, and then roll ink across it so the ink goes through the silk but not through the glue. That way you get the same image, slightly different each time. It was all so simple quick and chancy. I was thrilled with it. When Marilyn Monroe happened to die that month, I got the idea to make screens of her beautiful face the first Marilyns.

Using photo-stencils in screen-printing, Warhol could use photographic images for his screenprints. The screen is prepared using a photographic process, then different color inks are printed using a rubber squeegee to press the paint onto the painting through the screen.

I was thinking about that, but I would only be able to do it with a webcam. I couldn't take a picture off my harddrive and just throw that over it. or Could I?
