Sorry to make a new thread but the existing thread is rather confusing and I am in a bit of a jam here.

The Radeon 5770 HD is failing in my MacPro5,1. It keeps cutting out for longer and longer periods of time. It runs hot, even though the fan is fine and I even took it apart and applied new paste. It only supports 30 fps when I run at 4k. It doesn't have metal, so I am stuck on 10.13 which will be unsupported soon. It is time for a new card.

I need a card that supports boot screens, and 4K at 60 fps, and Metal.

My research does indicate that ATI (AMD) is a better bet here.

I can flash whatever, if the ROMs are available to me. (I have a PC with Windows 7 I can put it into if necessary).

I am eternally grateful for your suggestions.

If you HAVE to have boot screens, the last cards to support this and Metal are the AMD Radeon 7950 and the NVIDIA GeForce 680.

If the official Apple cards are too pricey for your liking, then you can buy a PC version of these cards and flash the Apple bios yourself. Plenty of info on here as well as Google with just a quick search.

However, you will be stuck with a GPU from around 2013... if you can live without the boot screen (and most of us do), then there are a ton of more recent offerings that far surpass these cards. BTW, if you REALLY need a boot screen for something, you can always swap the stock Apple cards back in when necessary. I do this on all 3 of my CMPs running Mojave (but I almost NEVER need to do so).

I remember some posts about later cards having boot screens? Did that not pan out or something?

Every partition on here has FileVault, that's the main reason I need boot screens.

Does Mojave actually do something to hard prevent you from booting FileVault on a 5,1? What if you installed it on a FileVault partition (and you had a 7950?)

you can buy an EFI flashed modern AMD card for a lot of money from MacVidCards, or use the free OpenCore boot loader to get boot screens with any GOP enabled card.
Ideally you will want to stick with AMD cards and Polaris generation or newer (RX 580, vega 56/64, radeon VII, etc...).

Using OpenCore to provide boot screens will allow you to use FileVault without a 'mac flashed' GPU.

In case you consider the EFI flashed AMD(Polaris) route:
There are sellers on eBay located in UK that sell EFI flashed RX 580 pulse/nitro+
There's a MacVidcards person in Poland too with an excellent reputation, offering the flashing service for~150,- dollars, can be found on eBay too.
Depending on where you live, that could be an option.
