Have a developer account or wait until Apple patches it in.
If you're a dev the Facebook preview is just below the ML download.

If it is installed then sign in to Facebook and Twitter via System Prefs, Mail, Contacts & Calendars.

Twitter integration has already been implemented in Mountain Lion. As stated above, just go into System Preferences, Mail, Contacts, and Calendars, and then set up your Twitter account.

As for Facebook integration, that has been planned for a Fall release. I would imagine that will appear in a .1 update.
