I have a passworded PDF that I would like to highlight and markup, but do not have the password to be able to edit the PDF. I have seen programs advertised to remove the password such as Enolsoft pdf Password Temover and and Cisdem Password Remover, but would be interested in community input on what ones are good.

Thanks in advance for any suggestions.
 
Have you tried the 'export as pdf' setting and editing the copy?
If you are on a mac, try choosing print, then in the bottom left corner of the print dialogue there's a little 'pdf' dialogue. If you click on the down arrow and open in preview, you may be able to resave it and then you can edit the copy.
I haven't any that are locked but resaving/opening in preview and saving has worked with other locked documents.

They all use the same algorithm. Doesn't really matter which one you use.
 
Someone once recommended Cisdem Password Remover for me to use, but unfortunately, it did not help me in any way. Personally, I am more optimistic about those third-party paid software, which can at least crack the password for PDF quickly.
