I don't do any burning, but I can vouch for this Pioneer drive as working great under Ventura for reading discs, including UHD.

Note their warning that Ventura 13.2 will not read Pioneer drives. That is a bug specific to 13.2. If you are updated to 13.2.1 or later (I'm on 13.5.1 for example), then you will be good to go.
I don't know of any reason why you wouldn't be able to burn with these drives. It's explicitly supported. The bigger issue will be getting software. Burn is open source and current to Ventura, so check that out to see if it meets your needs.
