I've been researching for about a month now, and still don't feel comfortable about buying a video card. I bought a Mac Pro 3,1 and installed Sierra on it. It runs great. However, It has an ATI 2600 XT in it. I plan on doing video editing with this, and will need something better.

From Windows, I've used AMD because OpenCL runs great with them. It seems Nvidia would be the easiest route to take since you can just download their drivers. I've read that the RX460 works out of the box and I've read that it no longer works OOB. I'm also tempted to just get a Flashed 7950 off eBay.. Having to see the boot screen isn't a big deal to me.

Any help would be awesome.. Also, which ever card is recommended, what power adapters will I need to get?
Thanks!

I'm a big fan of the GTX 680 because it is easily and freely self-flashed (see my signature for step-by-step). It uses drivers included by Apple in OS X so you don't have to download anything, but you can use the Nvidia drivers if you prefer. There was also an official Mac Edition version, so it's very unlikely to stop working in OS X any time soon.

These are the GPU power cables you'll need. How many you need depends on what card you get, so you need to figure out your card first. Try to stick to a card with 2x6-pin power or less.

I agree the GTX680 is easy to flash and a PC card will cost you 100 to 150 dollars less then one that is already flashed

I agree with all the above. I have a 4GB GTX680 in my Mac Pro 3,1 that I flashed myself & it works fine for all my uses.
