I'm wondering if this is doable (I haven't been able to figure it out). I need to trigger to copy files from a particular folder to an SD card. However, the files need to be copied one at a time in order (files aren't copied over until the previous file is done copying).

It sounds stupid, but I have an electronic picture frame that I'm using for a slideshow. The pictures have to be shown in order, but the picture frame will only do that if the files are copied one at a time. No idea why.

Any thoughts on whether Automator can do that?

Not exactly sure what you mean but perhaps you can use the Dispense Disk Items Incrementally action.
