yeah you are not the first one that can't boost to sata II.
That 2010 mini is tricky it is picky about 4gb ram sticks and ssds.
I have found samsung ram and samsung ssds series 800 or series 810/470 both sata II are consistently the best in that mini. I buy upgrade and then sell minis on ebay for a side business

The 2010 mini was the most picky mini for ram and ssds.
Now it is a good piece of gear once you got it modded right. Here is why
It can run;
leopard = (with a hack)
snow = fully supported
lion = fully supported
mountain lion = the developers i know say it works
windows 7 = with bootcamp parallels or vmWare fusion
windows 8 = the developers i know say yes
linux = yes
plus has a dvd/rom drive to load software. even though it is a bit slow it will do all that.
Back to you, the ssd drive at sata I is still fast for iops and that is the most important part.
you get close to 80 % of sata II on the iops . on the clone you get 55% of sata II speed.
the first thumbnail shows an internal sata III ssd
(mushkin 240gb enhanced chronos deluxe) in a 2011 mac mini at sata III speeds.
the key iops are random 4k 222mb/s write and random 4k read 75mb/s
second thumbnail shows a samsung 810 series in a 2010 mac mini at sata II speed.
you can see the key iops (4x random write and read) are 75 mb/s and 9 mb/s
you can download xbench and see what you get at disk test only you will be close to my sata II numbers of 75mb/s and 9mb/s.
third shot shows link speed on the 2010. speed is sata II.
