Any ideas? When I go to software update I’m told both devices are up to date. Not being given the ability to update to 15/8. Have restarted both devices.

On that screen where it says you're up to date see if you can scroll up. On one of my devices I couldn't see the iOS 15 upgrade option until I did that.
 
Turn Automatic Updates OFF, then back out of the Software Update menu, then go back in and see if the update shows up.

If successful it will show that you're up to date and at the bottom ask if you want to update to iOS 15.

Unfortunately that didn’t work. Did a reboot afterwards also. Also connected my iPhone to my Macbook and tried having it look for the update that way and still nothing. I’m less concerned about the phone, which is being replaced with a 13 on Friday, but with the watch. I imagine the issue is related, though.

I'm pretty sure that the Watch can't be updated until the iPhone is, so that's why. Your iPhone is another matter, strange that you're not able to update. Did you install a profile for the beta program, or do you have an employer-mandated profile installed? Maybe that's getting in the way.

Regardless, chances are high that your new iPhone will allow you to update your Watch.

Update: yeah, it turned out I was on a beta version of 14.7 and had to choose the option somewhere in settings to do the downgrade. After doing that I was shown the option to upgrade to 14.8 or 15. I chose 15 and it downloaded but now when I try to install it I get the "Verifying update..." thing, which will hang for several minutes and then fail. I've tried multiple reboots, never any success in installing it. At this point it seems that I'll just have to wait until Friday but it's concerning that this is not working.
