Nested Table problem - can anyone help?

Hi all,

I have a problem - I have two nested tables to align differently - see attched pic.

the problem is that I can't split the cell they are nested in because it messes up the other elements.

is there a way (maybe in CSS) to align them differently?

any help appreciated!

Yes I'm using a table based layout.

Hmm - the problem with the suggestions is that div 2 and 3 need to merge info and deepen at the content deepens.
