I continuously get a hanging paused status in the print jobs app. Sometimes uninstalling and reinstalling the print driver will work, but not for long. It's usually a random mixture of steps that will temporarily fix the problem, by deleting print jobs, uninstalling, deleting keychain credentials and reinstalling. It always come's back. Any ideas?

A couple of things to try. First remove the printer from system preferences, repair permissions, reboot, add the printer back in and see if it helps. Next try creating a new user and see if it happens in the new user account.

What exactly do you mean by repair permissions? I should have mentioned that this is happening to other people, Mac specific.

Remove the printer first, then open the Utilities Folder->Disk Utility. Select Macintosh HD (or whatever your hard drive is called), Repair Permissions button. Reboot the computer when you are done. Add the printer back in again. See if this make any difference.

What kind of permissions will that delete? What applications will be effected by doing that? Network and app preferences?

It repair the permissions on system files. Sometimes when the permissions on system files are not correct applications and system services can stop working correctly. It does not delete anything. If anything it can improve situations where things are not running correctly. It is one of things to try. Read more about it here: https://support.apple.com/en-us/HT201560

Are you running the latest driver? Any known issues discussed on the printer manufacturers website? If it is Mac-specific how are the "successful" users printing - from what OS and method? Do you have a network admin?

My printer hesitates when it is on the network. Sometimes it's not online for whatever reason. In that case I delete the printer in settings and add it back. That usually works.

No delays or disappearances connected to the USB port on the Mac.

I repair permissions frequently for many reasons.

That will work once in awhile, but usually the same problem happens after I add it back, even after deleting my keychains and re-entering my credentials.

I had the same problem. Try removing your printer and adding from the IP tab. That worked for me.

That will definitely work but they sometimes change the IP addresses without warning, and that seems slightly complicated for other students here who know nothing about computers.
