My macbook has been attempting to upload hundreds of thousands of items to my iCloud drive for months, interfering with my daily use. I can't transfer files to my local machine because the upload takes priority, it hogs my CPU and RAM (my fan is constantly running), and clicking the tiny little x cancel does nothing. I've disabled desktop and folder syncing for icloud and restarted my computer but nothing will change. I wouldn't even be so frustrated if it actually completed this task but it's looked like this for weeks if not months.

You might want to sign out of iCloud, restart, and sign back in again.

I only ever do this as a last resort because it disrupts so many things, but sometimes there's no other choice.

Sounds like you're in the middle of a sync that isn't working, so I'd make sure you have a full backup. There may be stuff on iCloud Drive that hasn't downloaded to your machine, and it looks like there's definitely stuff on your machine that isn't uploaded to iCloud Drive. So, already the makings of a mess. Hence the advice to make sure you have some kind of backup to fall back on if things get weird.

When you sign out of iCloud it's going to ask you if you want to keep a local copy of your iCloud data. I generally say "yes" to that When you sign back in, it *should* churn through and sync and reconcile everything again so that there's a 1:1 correspondence between everything on your Mac and what's uploaded to iCloud. Again (again), just make sure you have that backup before you do anything else.
