I would look for lists of the best apps and see what appeals to you. Something like these -

Also, I don’t know which country you live in, but check out your local library’s website as a lot of them have digital services which allow you to access audiobooks, ebooks, magazines, etc., free of charge.

not sure what 'get the best out of it' means.

Because I never heard anyone say, 'well I just haven't been able to get the best out of my ipad.' lol.

So just start using it. Start with the included software. Go from there.

I had an iPad mini 4 but this will be my first time with a full size one.

The screen size may not make a difference in how you use it, but you’ll likely enjoy the larger size. I imagine you’ll do many of the same things you liked doing on your Mini 4. Exploring your interests in the App Store can be fun, and if you haven’t already looked through it, the official iPad User Guide can be a good refresher too:

Congratulations! How will you be using your iPad? School, drawing, note taking, etc.? Or will you use it for content consumption like Netflix or ebooks?
 
Congratulations on the new iPad!

I got the Apple Pencil earlier this week and I’m in love with it. If you like to write/draw, it might be worth looking for the 1st generation pencil compatible with your device, or one of the many third party alternatives.

If you like the idea of using it for work/study, look at getting a compatible keyboard too.

How about some decent headphones if you plan on streaming TV/movies?

The biggest piece of advice I have for you is to go on YouTube and look at what people are doing with their iPad 8th Gen. Work/study/entertainment/art/web, whatever your taste is.

For the most part an iPad 10.2 will be just like your Mini 4 except with a slightly bigger screen and slightly harder to carry around.

What will you be doing on it? Playing games? Watching movies? Drawing art?
I will be using it for mostly video watching and school stuff.

And I have already noticed it is a bit harder to carry lol
 
I had the iPad mini 2, I didn't use it as much as I thought, compared to my first iPad, the iPad 2. I ended up upgrading to the iPad Air 3 due to a $50 CAD off promotion and I probably used it more in a year than my iPad mini did in the 3 years when it was my only iPad. I owned the Air 3 for a little over 2 years, and I will keep it until it stops getting updates. Though I plan to get either the iPhone 12, or the 13 mini, depending on the battery life for the 13 mini.
 
First question: how do you want to use your iPad? Want do you want to be able to do? Will it be your primary computer or basically a companion/alternative to your laptop or desktop?

iPads can do a million things you will likely never use, but whats important is that it can do the dozen or so things you want it to do.
