So I'm thinking of creating a new account on itunes and my question is what does it change.Do I still have all the stuff i bought with my old account and what does it change when i login with the new one.Thanks

You won't be able to migrate your purchase history from your old account to the new one.

I downloaded mavericks with the old one but it doesn't want to accept the payment info so i want to create a new one.Does this mean i won't be able to upgrade to Yosemite with the new one

Yosemite is free so you can re-"purchase" it with new account.
