I tried everything to change the default carrier logo (AT&T) to the new one (at&t with the globe on the left) I tried everything via winterboard. Do I have to go somewhere else to change it?

Nope, you've covered all your grounds- try dragging it to the top of the list while it is selected to apply it before any other themes.
It really depends on whether you are running other themes which will take priority on the display of the AT&T Logo with the globe. I found when I run a full-theme package that has a theme for Notes, Keyboard, Weather, Lockscreen etc., generally they replace the single JB apps...
+1 ^^^ yup, dragging it to the top of the list could also remedy your situation.
I found the problem. Since I have 'extended preferences' installed it wouldn't let the new logo take effect. I dowload the app 'make it mine' & that got it working.
