New Contacts not uploading from contacts app in El Capital to iCloud

Hi, is anyone else having this problem please? New contacts created in the 'contacts' app of El Capitan are not uploading to iCloud. Contacts are receiving OK if they are created on iPhone or in iCloud in the web browser but new ones created in the contacts app are not uploading to iCloud (so they are not synced over to iPhone). My Mac is syncing fine, calendar, mail, reminders etc all fine and the contacts app is receiving new contacts, just not uploading them from contacts on my mac . . .

I seem to be having this problem as well, wonder if turning Contacts off in iCloud would jog it?
