Okay, my new Seagate 7200.1 HD is in my PowerBook G4 1.67GHz but when I insert the Tiger Install DVD (I got the PB with Panther on it originally) there is no "destination volume" when it says: "Select a destination volume to install Mac OS X software". Do I need to format the HD? How do I do this. I need your help!

In the menu bar at the top there should be an option for Disk Utility.

Use that to format the drive.
 
Is it under the "ERASE" option? Where it says: "Volume Format: Mac OS Extended (Journaled)" and "Name: Untitled"???

EDIT: lol, didnt see you post. I assume "Name" is what I want to call the new HD?
 
If you want a partition then use partition.
Otherwise I think you can use Erase.
 
Will all of the stuff I need be on this Tiger DVD or will I need to get stuff off of the older Panther DVD that came with my PowerBook?
 
As long as it's a retail version then it'll all be there.
If you need the iLife suite that came with the Powerbook then you'll need to get them off the Panther disk. I can't remember the app you need to use to extract the files though
