Will the new iPad be suitable for drawing? I know the color might not be up to par with the pro, but I'm more concerned with latency.

It will lack ProMotion. It has been a while but I remember the first time I used the pencil on my 10.5, the ProMotion made it much better compared to the non-ProMotion ipads. I would assume that the new 2018 iPad will not be as smooth but equal in speed to iPads before ProMotion.
