Hello,

I'm thinking of buying a new iPhone 5 (in the US), I was wondering if I could reasonably expect to buy a new phone this weekend and still be able to jailbreak it without issues?

A coworker of mine ordered one from the online Apple Store about a week after 6.1.2 came out, and that’s what it had on it when he took it out of the box. But yeah, who knows.

I've heard of people telling the Apple employee to get them a phone that's been on the shelf for 2-3 weeks and to not update it. It's worked pretty consistently. Be honest with the employee. They're not going to be like "Oh we're adding your phone to a special database of jailbroken phones."

They don't care. They're getting credit for an unlocked sale. You have a better chance of getting a phone on the desired iOS version in an Apple store than you do at Best Buy or something.
