New iPhone - iCloud Photo Library not appearing?

Is there anything I'm missing? I backed up and restored, but none of my iCloud Photo Library photos are appearing in my Photos library.....

The albums show up with "0" next to them. I tried disabling and re-enabling iCloud Photo Library in Settings, but no dice. Any thoughts?

I did - I thought that would give it enough time, but still..... nothing.

So I'm not sure if this did the trick or not, but last night before I went to bed I made sure I kept the Photos app OPEN on my phone - I could see the data wheel spinning, and then when I woke up this morning, everything was there.

So it looks like you actually need to keep the app itself open in order for the data to download?
