I recently backed up my iPhone 7 and then when I restored on my new iPhone they showed up, then a few days ago I made a new backup on the new phone and when I restored it had the history and tabs missing

I may have unticked safari in iCloud after the 7 backup before I did the new back, could that have something to do with it?

So when you back up from iTunes it doesn’t actually save the Safari stuff?

I did some looking around and it seems iCloud safari is for bookmarks and favourites links
 
It’s also for tabs. That’s how you can view which tabs are open on other Apple devices using the same Apple ID
 
Normally they should be included in the backup. When disabling iCloud sync, have you tapped on "Keep on the device"? If not, they could be removed.
