The message is actually quite ingenious
He is user 'ccs' at 05Japan - Chief Cabinet Secretary his current position I assume.
He gets the application 'proud' from a source repository.
Still as user 'css' he compiles this application --with-passion in his own home directory
He then makes and checks it
Then he becomes the superuser (Prime Minister?) of 05Japan
Only after he becomes the superuser he installs his 'proud' application onto 05Japan
After that it gets a bit unreadable. But I must say it's quite interesting to release political plans as Unix commands.
