I wouldn't read too much into it. The individual who is the source of this information has no insider information and no track history, he is just rehashing some safe or obvious predictions which have been stated previously.

Well I personally think a new Mac (Air/MacBook Pro/Mac Mini) is coming soon. I've been looking at the refurbs page on Apple's site and the amount of MacMini's has increased by a factor of 2-3x. Furthermore, the pricing of the refurbed mac minis have dropped with some 16GB models going for less than $800. There has been hardware releases in July in previous years, so I really think there might be something in July, with the latest in August. I don't see a Mac Pro mini being released anytime soon. I reckon they might wait another year for the M2 before upgrading the MacPro. I think the real drawback from the M1(X) at the moment is the lack of expandability WRT ports, eGPU's and PCIe slot adapters. Personally I think the most obvious reason for an August announcement would be that they want to ship Monterey on the new Macs. Which fits better with an August announcement with a September shipment.

Apple will not release a M1X in Q4. If Apple release something in Q4, it will be the M2X based of the A15 that will be in the upcoming iPhone.

A company like Apple who has insane resources does not need 1+ year to add a few cores to the M1.

Resources doesn’t trump physics, if they can’t get the parts they need due to shortages then they’re stuck. I think they’ll release something in q4, but I can’t say what.

Likely waiting for display parts to be available.
I now think we will get the next iPhone before the next new Macs.

You do know Apple pays TSMC huge amounts of money to secure priority production on the newest fab lines. Apple might experience shortages elsewhere but it won't be from their main chips, they lock down production years and years in advance and there's no way TSMC would turn Apple down seeing as Apple is their biggest customer and I'm sure has water tight legal agreements with TSMC.
