For a 24" LCD display with 1920x1200 resolution which Mini video out port is going to work best. I know the HDMI port supports that resolution and the Mini-Display Port supports a higher resolution. I am just wondering if there is a technical benefit to using one over the other in this situation?

The HDMI port comes with an Adapter for DVI. The MiniDisplayPort can be adapted to a dual-link DVI port, that's why it supports higher resolutions, if you have a 30" Cinema Display HD and connect it via dual-link DVI.

As DVI is digital, if you use a regular MiniDisplayPort to DVI adapter, you get the complete identical signal via HDMI and MiniDisplayPort. If you can choose between DVI and VGA however, go for DVI.

If you have a display with a native resolution of 1920x1200, you can't put more pixels on it.
