Can the new mac mini (rev d) support dual monitors or will it only mirror one monitor to the other. i'm thinking about upgrading my rev c mini (with a 20 inch apple monitor) to the new rev d with the new 24 inch monitor (and still use the 20 inch monitor)

It can support two monitors provided you have a mini display port to VGA connector in addition to your mini DVI dongle.

From Mac mini tech specs:

extended desktop and video mirroring: Simultaneously supports up to 1920 by 1200 pixels on a DVI or VGA display; up to 2560 by 1600 pixels on a dual-link DVI display using Mini DisplayPort to Dual-Link DVI Adapter (sold separately)

So yeah, you're plan will work.
