I can't seem to find the preference to enable "New mail with attachment" function when right clicking a file in Finder. It used to be under Keyboard > Keyboard Shortcuts > Services, has it been removed?

You can just use the 'arrow' button in the finder menu bar that allows you to e-mail files or select 'share' in the right-click menu.
 
the option to email the file is under share for me on the drop down menu.

Not for me. I have Messages and AirDrop... No Mail

EDIT: Funny, that's for a .xls file. If I select a .jpg then I have 4 options. Message, AirDrop, Twitter and Flickr. If I select a .mpg, then the options are Message, AirDrop and Vimeo...
