So I purchased a new max unlocked. Swapped the sim from my x into the new phone. It activated no issues but my data is so dang slow. I might switch carriers it's that bad. Also the Verizon app doesn't show the info of my new phone. Please see the attached screenshots. Thoughts??

Wow, that’s really bad. By comparison, here are the before and after LTE results for me, also on Verizon. I saw a tremendous boost coming from a 7+ to an XS

I'm having the same issue on T-mobile. I'm lucky to get over 5mbps. Even went to the store to get a new sim. No issue on my X.
 
I was noticing pretty similar speeds to you (south Houston). Resetting network settings did not resolve it. Verizon was reporting activation issues (although Apple and Verizon pointing fingers). I bet if we keep checking on this, through the week speeds will improve and I bet that coincides with Verizon having less and less issues activating.
