I just picked up an M3 16in and when I first got it I checked the battery health via Coconut Battery and it had a little under 101% battery capacity. I discharged it to about 20% once and I have had it plugged in ever since, since Photos is doing its analyzing thing. For some reason, I am up to 5 cycles and the battery health is down to 99.9%. I am super worried I got a bad battery, should I return it and get another one? Or is this normal?
 
I think you are suffering (as I do) new device anxiety;) .

Coconut and all the third party apps use the ioreg parameter which can fluctuate up and down by as much as 5%. See my experience in this post.

What matters is what Apple shows in the Battery health setting (click on little "i" to see the percentage). This does not fluctuate, and is what Apple use to determine the state of a battery. They will not take any warranty action until it is less than 80%.
