I need to boot into Startup Security Utility to enable my external HD (Drobo) to mount but when I hold the Touch ID/power button for 10 seconds at startup like you're supposed to the screen says "Loading Startup Options" but then just boots normally. I cannot boot into this mode no matter I do. Any suggestions?

I'm assuming you have a silicon Mac.
