Does the DVD Player/Front Row app work without an optical drive on the new MiniServer?
Does DVD Player even come with OS X Server?
I don't own a "Mac mini server" but I am running 10.6.1 server on my mini. I dont understand the question. DVD player and front row are still included, they both still work. You can open video_ts folders from dvdplayer. OS X server is just like OS X but with more features, not less.

So it seems that it will have all the functionality if you use the external SuperDrive. The reviews, however, on the external SuperDrive are less than stellar.
Would OS X enable the same functionality with ANY external burner or only Apple's External SuperDrive?
