Seems like the option to remove the "On my iPhone" account in the notes app is greyed out:

Does this have to do with the notes upgrade? I have kept the older version on the phone for now to be able to sync with the Mac (presumably the new notes upgrade for Mac requires el-capitan)...
Anyone have any insight?

Do you have notes enabled for your iCloud account? On my phone I have the "On my iPhone" account disabled, but the switch is active. I sync my notes through iCloud. I've also upgraded the Notes format so I am not sure what options are available before upgrading.

Yes. Notes are enabled on iCloud. They sync correctly with my mac as well.

Off topic, sort of, is anyone else missing all the mark up options in the notes app?

Are you pressing the grey and white plus button above the letter P?

I don't have anything different from prior versions. I'm scratching my head on this one.
