I work on a MBA mid 2012 - 1.8GHz i5 4GB - running 10.10.4 yet after a couple of dodgy restarts. Certain apps now won't open, they just bounce in the dock then close. Some of the apps are day to day apps like chrome.

I have looked into verifying the disk permissions as well as repairing them. That didn't seem to do the trick neither did deleting the library files.

Any ideas? I don't fancy rebuilding it, but ill have to if it continues.

Try creating a new user, reboot and login to the new user. Does the issue still happen?

Assuming you did not install or do something that caused this, what you are describing sounds like a failing drive. Try a command-r boot to recovery and use Disk Utility to run a verify disk and see if that reports any errors.

If you have not already done so, now would be a good time to run a good backup before the drive completely fails.
