I am still hearing about things like a new mobile phone has to be fully discharged first before recharging and things like never draining the battery to 0% and never charging it fully, something like that, but I am also hearing that today's battery is mostly Lithium that should not have any memory effect so that you can just charge it or discharge it whenever you want, whatever % you want, it will not affect the battery health or lifespan. I'm not a scientist, would anyone tell me confirm me which saying is the truth?

In other words, do I need to charge my new phone differently for the first time? or just go, just drain it or charge it whatever you like and shouldn't affect the health of the battery
 
Avoid discharging to shutoff, though if you do it’s not the end of the world.
Charge it to any level you want.
Lithium batteries are happiest at 40% charge. 100% charge is a little hard on them but they’ll last at least 2 years just plugging it in and charging over night.

did you mean it is the best not to drain it totally (e.g. 0%) or charge it to 100% and let it connected?
 
Discharging to zero reminds me of the good old days when batteries were nicad and suffered with memory effect. Then there was nickel metal hydride and lion.
 
Just make sure Optimized Battery Charging is toggled on and then forget about it

Why doesn't Apple make this option default but have to toggle it ON and OFF?

Settings > Battery > Battery Health.

It’s not toggled on by default because it has limited usability. It’s only sort of useful if you wake up every morning at the same time.
 
You don't have to manually manage the battery at all and it's a waste of time to try. But to get the longest life from the battery, disconnect it from the charger for five minutes every fifteen minutes and never charge between the hours of midnight to 6AM of the local time zone in which it was manufactured. Of course I'm kidding to make a point of some of the silliness you'll see recommended online. You don't have to do anything special.
