new phones which firmware, can it be unlocked?

Hi,
A relative of mine is asking for the 3g iphone overseas, if I pick one up for him today, will it be running the latest 2.2.1 firmware? Is that unlockable yet? Also does anyone know the total cost of getting the phone and cancelling the at&t contract after a month, and will I need to return the sim card after cancelling it and keeping the phone, as if i send the phone overseas i'd rather not send the sim card with it, incase someone tries to use it there, i don't want to get billed for it here til after I cancel the contract.
